It implies that the sign writers (or Wall Dogs in USA) used sheets of paper to create a dotted chalk outline on the wall which they could then use to guide the application of paint. I can only guess that, in order to do this on large signs, a number of these perforated sheets would be required in combination to compose the overall design. The piece also references some of the paint types that were used that give the signs their longevity and stamina.
